5.281 School Health Services
I. The School Board shall collaborate with the County Health Department and the District school health advisory committee to develop and implement a health services plan. This plan shall be contained in the Health Services Manual.
II. The plan shall include, but not be limited to, provisions for all aspects required by law.
III. At the beginning of each school year, the principal shall inform the parent(s) as defined by Florida Statutes, in writing, of each healthcare service offered at their student’s school and that the parent has the option to withhold consent or decline any specific service. A health care practitioner may not solicit or arrange to provide health care services or prescribe medicinal drugs to a minor child without first obtaining written parental consent. When invasive screening is one (1) of the specified services, written consent of the student’s parent(s) shall be obtained prior to any such screening.
IV. Students referred to a school-based mental health service provider for mental health screening to identify mental health concerns and students at risk for mental health disorders will be assessed within 15 days after referral. Mental health services must be initiated within
A. Fifteen (15) days after identification and assessment by the school-based mental health provider; or
B. Thirty (30) days after identification and assessment by the community-based mental provider after the school or district makes a referral.
V. Parents and or guardians of a student receiving mental health services will be provided information about other behavioral health services available through the student’s school or local community-based behavioral health services providers.
VI. Household members of a student receiving mental health services will be provided with information about other available behavioral health services through other delivery systems or payors, if they appear to need support or if improving their behavioral health could benefit the student’s well-being.
IV. Prior to the District administering a student well-being questionnaire or health screening form to a student in grades K-3 the District will provide the questionnaire or health screening form to the parent and obtain the parent(s) permission.
