8.18 Use of Electric Bikes (Ebikes) on Campus
POLICY:
I. The safety of students, staff, school visitors, and others while on school property is of significant importance to the School Board. An individual’s use of Electric Bikes (Ebikes) on school property has the potential to present a safety hazard for the operator and to others (students, staff, visitors, pedestrians and motorists) while on school grounds. This policy is established to promote the safe and responsible use of Ebikes on school property and applies to all students, staff and visitors while on District property. The principal of each school will develop rules for the operation of Ebikes on school grounds.
II. Students. It is a privilege for students to be able to bring an Ebike to school. Students in grades *6-12* are permitted to ride their Ebike to and from school, on school property and park in the designated area for Ebikes. Students must comply with all applicable state and local laws for operating an Ebike. Students must register their Ebike with the principal or designee who will provide the student with school rules for driving and parking on school grounds.
Students violating this policy may have their Ebike permit revoked for the student’s failure to follow the provisions of this Policy and any requirements of State or local law or any school rule and face other disciplinary consequences.
The School District assumes no responsibility for the loss, damage, or theft of any Ebike or any mode of transportation permitted on school grounds in accordance with this Policy.
III. Ebike Permits. Ebikes are allowed on school property only if the Ebike operator possesses a valid Ebike permit issued by the District.
(a) An Ebike permit will be issued to a student if the following requirements are met:
i. This Electric Bike Policy has been signed and submitted to the school by the student and the student’s legal parent or guardian.
ii. The student completes an Ebike safety course. Approved safety courses will be provided by the School when the student submits the signed Ebike Policy form. The certificate of completion must be provided to the school by the course provider.
iii. Once awarded an Ebike permit, students will receive two stickers: One should be affixed to their Ebike handlebars and the other to the back of their ID.
iv. Replacement stickers may be issued for lost or stolen IDs or Ebikes or if the student gets a new Ebike.
IV. Behavioral Expectations.
(a) Ebike operators must adhere to all traffic rules and regulations, as well as any laws specific to electric bikes while using their Ebike on school property. Only some of these rules, regulations, and laws are covered in this Ebike policy, but students are expected to know and follow all of them.
(b) Any student observed violating state or local laws or driving recklessly or dangerously may face disciplinary action.
(c) Individuals are responsible for their Ebikes while on school premises. The school district is not liable for lost, stolen, or damaged electric bikes.
V. On-Campus Operation and Parking
(a) Electric bikes may be operated on school premises only in designated areas and only in manual mode. Operating an Ebike on school premises using peddle assist or throttle is strictly prohibited.
(b) While on school property and in designated areas where it is permissible to ride an electric bike in manual mode, Ebikes should not exceed a speed limit of [insert speed limit] miles per hour.
(c) Designated areas include parking lots and bike lanes. All students must walk their bikes outside these designated areas and wherever a “No Bikes” sign is posted.
(d) Riding electric bikes on sidewalks or grassy areas is strictly prohibited.
(e) Ebikes must be parked in the designated bike racks or storage areas.
(f) It is strictly prohibited to park an Ebike in areas obstructing pedestrian or vehicular traffic.
VI. Other Safety Considerations
(a) Safety Equipment
i. Helmets: By state law, all students under 18 must wear a buckled helmet at all times, including on and off school property and when operating an Ebike or riding as a passenger on an Ebike.
ii. Headlamps, Taillights, & Reflectors: By state law, all Ebikes must be equipped with and use headlamps, taillights, and reflectors during darkness.
(b) All Ebikes brought on campus must be:
i. properly maintained and in good working order to ensure safe operation, including, but not limited to brakes, wheels, tires, and batteries.
ii. in the manufacturer’s original condition. Modified Ebikes are prohibited.
VII. Enforcement and Consequences
(a) School administrators, staff, and security personnel are authorized to enforce this policy.
(b) Violations of the Electric Bike Policy may result in disciplinary actions, including but not limited to warnings, confiscation of electric bikes, revocation of the student’s Ebike permit, parental notification, or other appropriate measures as determined by school authorities.
VIII. Review and Amendment
This Electric Bike Policy will be periodically reviewed and revised as necessary to ensure its effectiveness in promoting safety within the school district. The school board or relevant administrative authorities may amend this policy.
